If ions aren't really particles of silver, then how can any of these substances create silver particles? Do they become half silver and half of whatever carb combines with it?

They are silver particles but they have a + charge. Ions are charged particles.
In many ways ionic silver is better. Because they are charged ions they repel each other. This stops agglomeration. They also stick to pathogens. This is just a few of the many things good about Ionic silver.
You don't want to add some substance to your EIS silver to remove the charge off the ions. It will contaminate the solution. Plus your EIS solution already contains 15% neutral particles anyway.
