Water represents our emotional life, so you might be having an emotional turmoil, and you are not probably aware of it.ç

The fact that your family lives with you in the dream, IMPO it might represent that it can be related to your childhood, or that you are seeing things as a kid.

They don´t have problems or worry about what is going on, because this whole thing is just inside you.

The fact that the full moon is causing this tides, it is is because full moon makes everything grow.Not sure if you are a female but this can be also related with your period.
Menstrual cicles are always related to the moon.

The fact that you would feel safer in your sister´s apartment which is in a higher level. It might represent that you feel your sister lives in a higher level than you do. (emotionaly, spiritualy, financialy) Not sure....think

The fact that the holy verse made the sea calm again, shows you that praying or being more close to God, or Higher self will make your emotional turmoil to be controled.

Probably you are having some insecurities or worries in your actual situation.
