You can't compare the concentrations of totally different products/cream, that use totally different active ingredients, at all.

Just because Aldara has 5% Imiquimod, doesn't mean Protopic with 0.03% oor 0.1% Tacrolimus is "166x/50x weaker". It's like comparing apples and oranges. There is no connection, I guess.
