The FDA will never do that. They are currently being run by someone with over 2000 pharmaceutical patents. They have threatened to seize walnuts for being a drug because a (true) health claim was made about them.
They denied stevia, approved it as a dietary supplement due to pressures, and finally approved two artificial sweeteners derived therefrom. One from coke, and one from pepsi.
England and Russia are better.
Also most medicines don't carry warnings of all medicinal interactions. That's why they have pharmacists. Herbalists are the closest thing we have but depending on the state there might be no regulation of them at all.
And I hardly think Naturopathy will ever become Pharmacy. ( Though as soon as someone figures out how to make a buck any herb will become a Pharmaceutical.
