First you would need to stop the junk from going in. Part of the problem is that mercury can be a byproduct of coal burning. Even if we stopped using mercury-producing coal completely, we would still get the stuff carried to us from other countries, like China for example.

It would take a lot of countries working together to end the threat of environmental mercury.
