pet vaccinations

MH and everyone,

I have a friend that just bought a little dog that is a lab/chow mix. She weighs about 15 pounds and is 2 months old. She had a cold today and was brought into the vet. They gave her ammoxicilian for it.

They dog already had his first vaccination shot before she bough her. Now she has to go for two more appointments for vaccines and one for being spayed. They told the owner that without being spayed she can't get the license for the dog because it was bought from the pound.

I don't know much about dogs and would love some good feedback. Is there any advice or paper work similar to children have for being exempt from getting vaccinated or spayed based on someone's religious grounds?
