Anytime oxidation is used, by products are formed. The question is how much, and how much is needed to effect you.
It is known that aging flour with chlorine dioxide does produce some alloxan, but it amounts to around 0.03 mg per slice of bread. In order to produce diabetes in rats, a dose of 42mg alloxan per kg of body weight was used. If you weigh 70 kg, you would need to consume around 98000 slices of bread.
