If vaccination is voluntary, why must people get an exemption form in order attend certain functions in society?

I see many citizens of the world allowing the restrictions of tyrannical government, the US is not unique in such matters. And in fact it could be that when the US falls into the ultimate tyranny the rest of the globe will follow suit, just like they have in the war on terror. Tweet
