The article nails it down to felons, which would indicate they have already been found guilty.

Not so IC, "This was a pre-trial facility" where a person is "suspected" of a felony not guilty of one and that's OK to incarcerate a person you feel?

"Felony" is the operative "word", it has many inconsistencies, too many to go into, and the sentences I see are far too draconian where the punishment does not fit the crime.

If we wish to reduce numbers in prisons then we must only use them for people that are violent to protect the population.

Crimes without the use of violence can be dealt in other ways otherwise we have a person guilty of theft living alongside violent criminals such as murderers, sex offenders etc.
To my way of thinking that is a crime in itself.
