It looks like it's a bill to license naturopaths in the state of North Carolina. I believe the way this works is that a Naturopath cannot work by that title in a state until there is a licensing law. So being recognized by the state is viewed by most as a step forward (libertarian considerations aside). What you posted is only the part of the bill that would make it illegal to practice as a naturopath if licensing requirements have not been met.
I wish people would take responsibility for verifying alarmist pronouncements for themselves before they feel free to broadcast them far and wide on the internet.
I couldn't determine easily the status of the bill - whether it has been passed or not or is up for vote today. Nor did I take time to figure out if there are other bills affecting midwives, homeopaths, etc. The poster should take the time to do that.
