Epidemiologically, the plague threat in the United States is incredibly low. It's a very tiny blip on the CDC radar screen so mass vaccination is highly unlikely.
Vaccinations causing the actual disease they were created to prevent is a claim that you would be hard pressed to substantiate. Yes, vaccines do contain the same antigens or parts of antigens that cause diseases, but the antigens in vaccines are either killed or significantly weakened. Any untoward effect by these antigens is a low risk. When balanced against the gargantuan benefit of disease prevention in the public interest, it's in no way a plausible criteria to decide whether or not a given vaccination is valid.
