Hi, I'm going to see if I can find the film that you are talking about, it sounds interesting.
We do have water restrictions in Australia, but it is not illegal to take a shower longer than 5 minutes. There are limits on watering gardens, no sprinklers, and watering only 2 days a week in the summer.
People here grow up knowing that water is precious, and we learn to conserve water where possible. Conserving water is something that people willingly do, it doesn't really need to be policed, we are all aware that if we aren't careful with our water supply, there wont be any.
Water is expensive here, so there is the added incentive to conserve what we have.
