Yes I would consult an ORL (ENT in the US) and bring your CT scan with you. He might see something your family doctor missed.
Many people don't like steroids, but nasal spray steroids have less side effects than oral steroids, and can be a huge help to the sinuses for the short term. Did you try the nosespray and did it help you? I'm not familar with the other medicine you were prescribed. I understand you don't want to take them forever, but whether or not they help you (especially the spray) might be a clue to whether or not it is indeed a sinus problem.
If you do have an acute infection, it is doubtful you will have to take medicine the rest of your life. My chronic infections were caused by a structural problem that required surgery, but since then, I have been much better. But I also have allergies that complicate my situation.
One thing that helps me a lot is nasal irrigation. You can buy a neti-pot or squeeze bottle made for this purpose that you use to irrigate your sinuses with a saline solution. There are even herbal products like Neti-wash plus that you can add to the saline to keep you congestion free.
