some natural mineral waters will contain sodium bicarbonate. the amounts will vary from source to source.
this can: 1) neutralize stomach acid and effect an unknown digestive cascade of events (if you have too much acid this will likely feel good, if you have too little this will likely make you feel worse) 2) possibly cause a feedback event in communication with the pancreas -- whose job is to manufacture bicarbonate and regulate blood sugar.
the other posters provided relevant information as well.
i would guess that it has something to do with bicarbonate. part of the tipoff is that it happens with mineral waters. commercial carbonated water does not contain bicarbonate.
you can test this hypothesis by taking a small dose of baking soda in water and see if this affects your blood sugar.
are you sure that you are in fact becoming hypoglycemic?

part of the negative cascade in adrenal fatigue is hypochlorhydria -- low stomach acid, so further lowering it with bicarbonate could make you feel markedly worse.
there are many different symptoms that can mimic hypoglycemia.
too much water, carbonated or not, can throw off the sodium/potassium balance and make some people feel worse. in this case high salt intake is indicated.
