I believe "e" stands for Euler's Constand aka Scalar Waves.

So e^3 is e to the power of 3, or 20.08553696 and to divide 0.13533528

But once again I have to disagree and say that adding scalar to large critters diminishes speed dramatically...

in your example one would run:

vpulse 0.13533528 0 66.6
656.34
