I found something on what they mean by "arresting their bonds". (I didn't know anyway)

It was openingly stated by RAP that “the bonds of the Governors have been arrested.” What that means, in laymen’s terms, is that the bond of each Governor has a lien filed against it in a very large amount. If you read the history of the Montana Justus group you will find that they claimed the best way to fight corrupt government was by “paper” not guns. They filed liens against targeted government officials’ personal property. Once recorded, they would write drafts against the liens. In certain cases they were able to cash these drafts.
