Ok man, but it sounds like you got what I’ve had for 10+ years. If you go to the peeling lips wiki and look under case histories, look at lipshitz and dhammaboy, that’s how my lips were exactly. That’s what dehydration of cells does, it kills the skin and causes it to peel. No water in the cells =dead skin. I've almost stopped the dehydration completely and my lips have basically healed after 10+ years of peeling skin!

It took about 20 days of me being solid about making sure my lips didn’t dry out, to get them to this point. It really works!
