Actually this is incorrect. The whole concept of taking magnesium to treat restless leg syndrome is through calcium antagonization. Same for using magnesium to treat high blood pressure, muscle tightness, constipation, etc. Magnesium works as a natural calcium channel blocker so it counters the muscle contracting effects of calcium.
If using magnesium for bone health then it should be taken with calcium. But even then the ratio is debatable. I prefer a 1:1 concentration, not a 2:1, and both minerals should be in an acidified form, not as an oxide or carbonate. I prefer the malates with citrates as my second choice. Both the magnesium and the malic acid (malate) increase ATP levels helping to power the cells and for them to function properly.
