It's for all people who have any form of cheilitis.

Cheilitis is lip inflammation. It takes many different forms and has many different causes, even though it's on a tiny area of the body.

Even doctors do not have a standard way to name this lip condition (see my previous posts on the dozens of different medical names this condition and its varieties are called).

No one can diagnose anyone else unseen from a forum like this, especially someone who doesn't have medical training.

Everyone wants to get control of this, and everyone develops her/his own pet theories that can sound a bit crazy to other people, but maybe they are right for that person, who knows.
