Yes, and then, it's natural to generate compassion, or rather to recognize that *compassion is* for all who are suffering these manifestations. (that includes any "perpetrators")
there isn't really any such thing as one's 'own' freedom, as dsitinct from others', but that illusion can serve coming-to-consciousness for a time.
It's really all about compassion, and not fear, as I see it.
Any person is either in a state of love, or asking for that, no matter the action. Most are just asking in the wrong place. (i.e. outside) On the other hand, too much attention to sheltering oneself within a place of peace can strengthen the sense that there is danger or threat 'out there'.
(and lead to self-imposed unlove like 'getting the shot')
