For oxygen to your foot you may also try foot baths with plain h2o2, could be even diluted to 1.5% instead of 3%. The water bath can be reused several times. To me, the h2o2 foot baths made my skin softer, and lost the unnecessary "extra" skin.
One of the suggestion you will find from earthclinic is Rolling the foot back and forth over a tennis ball. This sounds like a good idea and easy to do. I guess a metal pipe, any wooden roll wood do. (even a rolling pin, LOL)
