I don't know of any sites off hand that have that kind of information. It is one of those things where you have to learn all this over time. There are sites that will give you the chemical constituents of certain herbs, but this will not do you much good unless you understand those chemicals. Such as the role of tannins in blocking other herbs or saponins in increasing the absorption of other herbs. Or the different effects of saponins depending on what they are bound to (sterols, alkaloids, etc.)
Books like the Little Herb Encyclopedia and the Herb Book are great basic references. And they do offer some basic formulations. If you are going to get in to custom formulations though you are going to need a good understanding of how the body works and plant chemistry. You can find a lot of information on plant chemicals on line. Start with alkaloids, terpenes, tannins/polyphenols, saponins, glycosides, cardiac glycosides, and aglycones.
