First of all, how are you shaving? Wet razor or electric? And if electric, what make and model ?
I would suggest two things.
First of all, before shaving go over the whole area with a beard trimmer to make sure that all the hair is already clipped off at very near skin level before you start to shave, otherwise the hair may get pulled and irritate the skin enormously.
I find an electric razor the best way and particularly, if your skin is sensitive, the Norelco range of men's shavers which are widely recognised as particularly good for sensitive skin. The more expensive Norelcos are better than the cheaper ones, but all of the men's range are OK. If you're outside the US Norelcos are known as Philips.
Hope this helps. Don't be ashamed or embarassed about shaving. The only people who've been nasty to me aboutit have been other women who've found out I shave. All the men who know have been really nice about it -- doesn't seem to put them off at all.
