It could be, but it could also be from friction or something else. Any other symptoms? Pain? Swollen gland? Discharge? Fever? Fatigue? Those don't have to be present with herpes, but usually one or more of them are. I wouldn't panic, but do go get checked out.
If it is herpes, there's still no need to panic. Of course, you will panic...but after the shock settles in, you'll learn how to manage it and that it's not the end of the world, nor is it the end of your social life.
