I heard somebody say this about forgiveness? Is there any truth to this or a myth?

I heard a minister on the radio speak about forgiveness. How if the person in wrong or done wrong to another hasn't repent. Then that person can't be forgiven and also the person that was hurt by that person can't forgive that person. That they can't really forgive in their heart if the other person hasn't repent themselves. Does this make sense to anyone? Opinions please. I've been hurt throughout my lifetime by others and whether or not should I forgive in my heart. Even though till this day, they know they've hurt me but refuse to make it right or apologize. But talk over me, ignore me or make excuses over it.
