the internal terrain is something that is hard to map out, and is very confusing. Take this example...
ever have a deer jump out infront of you in a car, and right away you hit the breaks, or anything like that?
If so did you make the choice to hit the breaks? Did you have time to sit there in your vehicle and make a choice? Think really hard about it, you probably at first will think... "yeah I hit the breaks". But go through it moment by moment... I bet you can recall your leg just jumping out without you even making the choice.
When the time comes, good men will come forward because they are inspired to do so. It is because of what they are (their karma) that they will be inspired. No one chooses how they are inspired, otherwise we would all sit mindlessly content in bliss all day long.
Good men will automatically disobey the rules forced upon them because of what they are. It is their nature and their will.
