Digestion is the major key, IMO. Plaque is , afterall, a symptom of undigested food getting into the blood vessels, lungs, colon, etc. Mucous and plaque are huge causes of degenerative illness according to many health pro's.
You can start by supplementing your diet with vegetable enzymes and eating more raw foods. You'll have to look into the compostion of plaque. I think it's mostly fat, but could have other nutrient groups included. Assuming that it was fat, then high amounts of lipase on an empty stomach would be absorbed by the blood and would work to digest undigested fats throughout the cardio system. You can be specific about you enzyme selection , once you are confident of the plaque composition and then you can be specific about the enzyme formulation that you may want. There's a company in the U.S. that specializes in enzymes and have specific lypase, protease, amylase and other formulas to suit the individual need. Hope this helps and best of luck.
