PCR (viral load)has nothing to do with determining the risk or progression of fibrosis. The best way of confirming fibrosis is a biopsy. And yes, fibrosis can be stopped, and even possibly reversed. There are many excellent herbs to treat hepatitis including andrographis, phyllanthus, picrorrhiza, turmeric, etc. Some herbs are also fibrolinics, such as bupleurum.
There are numerous problems with the PCR test, especially when it comes to accuracy. As far as my comment about not showing viral levels the easiest way to explain this is through the basic explanation of how it works. In a nutshell, the test takes small segments of genetic material and replicates the material over and over until it reaches detectable levels. In short the more replication cycles the higher the viral load. The less amplification the lower the viral load. So if they want to scare you in to a therapy then your viral load will be higher. If they want you to think that the treatment is working then your viral load can be made to appear lower. Again, this is an effecitve sales tool, but hardly diagnostic.
