This is a bill that should be rejected - or else it should be revised so that no one who took the heavy risks escapes the consequences at the expense of the rest of the citizens.

Better yet DQ, the people responsible should be made to come up with the money they made to pay the money lost by everyone. All the inflated salaries, and bonuses during the last decade or so. Seize their properties, and bank accounts. Throw the bastards in jail.

Is there any difference between them, and the jerk robbing the local convenience store?
