Neomi..what kind of diet does your little bro follow? How much Sugar does he eat? Is there a possible Candida/sinus link here(has he done anti-biotics lately??), if he eats alot of Sugar have him stop for 2 weeks(yea, maybe impossible for a kid), but I would bet his condition would improve.
