i would use nuetral water. as for the peroxide, i use it in my soak water and it works GREAT! i have found that seeds can take quite a bit of peroxide. at first i added just a splash, then two splashes, then a few glugs. every increase in peroxide caused a faster growth rate. i use 3% peroxide, which you can make by dilluting your 35% peroxide 11 to 1 with distilled water. i add maybe 1/3 cup of 3% peroxide to the soak water, you can experiment and find the right amount for you.
