It goes far beyond Congress

You are very right.  However, it is not merely a matter of congress re-writing the constitution.  Congress has mainly played pork barrel and special interest and inflated the government with agencies. 

The real abusers of the constitution are first the executive branch of government, which has assumed powers it clearly does not constitutionally have; secondly, the aforementioned  myriad government agencies on all levels who have assumed and codified unconstitutional powers; and finally the shadow government and elite who have largely orchestrated the loss of individual liberties as part of their ultimate plan of world domination.

And then there is also the blind populace who largely make up "we the people" who have let them get away with it.
