Don't have the answer to that particular method, but do have some herbal advice for hemorrhoids that is easy to follow. This from Dr. J.R. Christopher. It is especially effective for hemorrhoids that are severe....bleeding, painful and or dangling or hanging out of the rectum.

Press the danlging parts back up inside you as carefully and best you can. Coat a clove of garlic in olive oil, then insert, as if a suppository, into rectum. Push it up in rectum the rectum a good few inches. It is important to coat the garlic in olive oil before inerstion.
