Throw it away and start over - flannel is cheap - oil isn't.  I get my flannel at a local sewing goods shop and use cotton.  It works great.  After use I stick it in a baggie and seal it real good with all the air out of it and stick it in the fridge and then add more oil each time.  Have hung on to them for as long as a year.  The condition of the flannel will tell you when to throw it away.
