I don't know 100% , but my guess is because they have unknown agendas for that wildland the wolves are on.

I don't agree with their draconian slaughter way of going about things. Earlier in 2007 there was much public protest against plans for newly condoned arial wolf shooting over certain areas. I remember signing petitions about that and hearing about it in our news.
