You have not been listening to him then... he has stated repeatedly and often that the changes he is proposing will take time and must be implemented in such a way as to minimize impact.

You can have the change as Paul suggests in a somewhat controlled fashion, or, continue to dig the hole ever deeper, caring not when the hole will collapse in on top and suffocate you; it will happen. Perhaps sooner than you think. Before the next elections?
