I think the brown coating is called the 'bran', Hopinso. It certainly isn't the 'husk', which I would think is NOT for consumption.
I've heard the term 'rice polishings' but don't know what that means.
When I have purchased 'wheat bran' and 'oat bran' they seemed to be 'roughage', small flakes of what appeared to be indigestible coating from just under the husk.
I took spoonfuls of 'wheat bran' (with warm water) a number of years ago, and only remember that I had to quit it after a while because it was actually scratching the inside of my anus.
Another person mentioned the same effect.
I read, when I was a kid, of an Arab boy who could ride all day by only sucking on the wheat kernels from his pocket. Fiction, probably, but a delightful idea to a child.
