ppm is parts per million, usually expressed as percent by weight. One part per million equals 0.0001% by weight, which is one milligram per liter, if one is considering liquids.
Fluorine is a gas, which you will never encounter unless you are a chemist in a laboratory. If fluorine gas contacts your fingernails, they will burst into flame.
Fluoride is a more stable form of fluorine. Along with a counter ion, such as sodium, it can comprise a stable salt, which is water-soluble. Fluoride is a common water-soluble form of fluorine.
Water which is 4 ppm of fluoride is not toxic in the short term. But, I would expect that long term drinking of 4ppm fluoride water to have an adverse impact on the creative psyche of persons drinking it, i.e. their IQ would drop and they would become dumber and more docile.
I would not drink water containing 4ppm fluoride unless I were forced to do so under duress, such as by gunpoint, or the threat of dehydration, in an emergency situation.
Supplementation with
Iodine causes fluoride to be expelled from the body, especially from the thyroid and perhaps more importantly, the pineal gland.
