Waxing/plucking/sugaring/threading all remove hair by the root and do indeed leave you smoother for a longer period of time -- provided your hormones are in the normal female range.
However, if your hormones have a high testosterone to estrogen balance it doesn't quite work that way and plucking etc. can cause the hair root to become distorted and can actually stimualte a dormant hair follicle into the growing stage. If your hormone balance isn't within the normal female range the plucked hair follicle will eventually produce hairs that are too strong to pluck.

On the other hand, it takes only seconds and you can shave again long before anything appears stubbly. Whereas to pluck etc. you need to leave the hair to grow long enough to get a hold of it to pluck it. Basically, to me the answer is that if one has growth which is of the same sort of coarse hair as most males have, then shaving is the best answer.
