MY INTRO
I am a newbee at this.
I do know how to Google.
I had a wake up call about #HR 2749
a few weeks ago.
It became a consuming passion,
night and day, to understand this bill.
The bill passed the House July 30.
The vote is in my comment window right now.
I am also spirit led.
I am sometimes directed to information
and woken up at different times of the night,
So I go to my computer and start
researching what I hear in my head.
I came upon something the other day
that really fired me up.

I first heard these words HAACP
a few days ago for the first time
in this article:
HR2749 (The Food Safety Enhancement Act of 2009) which is currently making its way rapidly through the House of Representative will put us out of business.
HR2749 calls for:
a yearly registration with the FDA with a $500 fee
full HACCP plan for every type of produce sold or processed, for us that mean one plan for the dairy, one one for cheese making, one for transporting and retailing at the market, one for the fruits and vegetables, and another one for the nuts
FDA approved methods by which crops are raised and harvested. The most likely outcome will be along the lines of the leafy green ordinance, scorched earth and exclusion of any wildlife.

"Taylor has spent years churning out the necessary conceptual building blocks in cross-pollinating think tanks and foundations to create the intellectual framework for legislative proposals like these food “safety” bills.
The reports produced by the Trust of America’s Health rely heavily on “risk assessment, management and communication,” a form of message control hatched at the Harvard Center for Risk Analysis, a corporate-funded affair that provides “scientific” justification for a wide range of policies corporations want to see implemented. Using this method of risk analysis, the necessary justification can be produced for just about whatever outcome is wished by the underwriters.

The 2009 Food ‘Safety’ Bills Harmonize Agribusiness Practices in Service of Corporate Global Governance

It’s enough to make you so queasy you lose your lunch. HR 875, the “Food Safety Modernization Act of 2009,” is a head-spinning piece of legislation that would radically change the structure of the US government’s regulatory agencies, usurping states rights to federalize food inspection and determine what agricultural practices are permissible. Considerable concern has been voiced about what this bill would mean for small and medium sized farmers, organic farming, the future of conventional and organic seeds, the food localization movement, and even home gardens. HR 875 would give regulators the power to enter private property, which is conveniently redefined as “premises,” and impose enormous fines for noncompliance. Though not discussed in the corporate media, numerous articles about it appear on the internet, launching a debate about whether or not Monsanto is behind the bill.

Codex – A Tool of Global Governance by Corporate Command
If some variation of this batch of bad bills is passed into legislation, US citizens will find their laws considerably closer to becoming harmonized with Codex Alimentarius, a set of international food codes crafted by unaccountable and unelected bureaucrats in conjunction with vested industry and trade interests. It’s important that the public learns more about Codex, because its “standards” will be enforced by the World Trade Organization to govern global trade practices of all its member nations. Furthermore, this body of food codes will take legal precedence over national laws, like the 1994 Dietary Supplement Health and Education Act (DSHEA).
The US media are assiduously silent on the matter of Codex. Under the helpful cover of the media’s information blackout, Codex Alimentarius Commission meetings are regularly attended by officials from the Departments of Agriculture, Health and Human Services, State, Commerce, the Environmental Protection Agency, the Office of US Trade Representative, and the US Codex Office. Non-governmental agencies in attendance at the meetings include the 49th Parallel Biotechnology Consortium, the Biotechnology Industry Organization, Consumers Union, Crop Life International, Dow Chemical, Dupont, the European Association of Bioindustries, the Grain and Feed Trade Association, the International Cooperative Alliance, the International Council of Beverages Associations, the International Council of Grocery Manufacturers Association, the Institute of Food Technologists, the International Glutamate Technical Committee and the International Life Sciences Institute, Monsanto, and Sygenta, among others –with the exception, that is, of any democratically elected and accountable representatives of citizens these food codes will affect.

Other new work proposals adopted by the Commission include:
principles and guidelines to assist governments in the development and operation of comprehensive national food control systems that protect the health of consumers and ensure fair practices in the food trade;
practices to control viruses in food, especially noroviruses (NoV) and hepatitis A (HAV) in fresh produce, mulluscan shell fish and ready-to-eat food;
prevention of aflatoxin (toxic substances produced by moulds and known to cause cancer in animals) contamination of Brazil nuts; and
setting maximum levels and defining sampling plans for Fumonisins, (toxic substances produced by fungi) in maize and maize products.
"We welcome the participation of more developing countries in the meeting this year which reflects global awareness of food safety issue and the impact of Codex Trust Fund," said Dr Jørgen Schlundt, Director of WHO's Department of Food Safety and Zoonoses.
Approximately 500 people, representing 125 countries, participated in the Commission meetings. Karen Hulebak of the United States of America was re-elected Chairperson; Knud Østergaard of Denmark, Sanjay Dave of India and Ben Manyindo of Nigeria were re-elected Vice-Chairpersons.
The Codex Alimentarius Commission, jointly established in 1963 by the Food and Agriculture Organization of the United Nations (FAO) and WHO, develops international food standards that protect the health of consumers and ensure fair trade practices in the food trade. The Commission has 181 Member States and one member organization, the European Community.

Noted Food Safety Expert Michael R. Taylor Named Advisor to FDA Commissioner
Michael R. Taylor, J.D., a nationally recognized food safety expert and research professor at George Washington University’s School of Public Health and Health Services, will return to the U.S. Food and Drug Administration to serve as senior advisor to the commissioner.
“I am pleased to welcome Mike Taylor back to the FDA,” Commissioner of Food and Drugs Margaret A. Hamburg, M.D., said in announcing Taylor’s appointment. “His expertise and leadership on food safety issues will help the agency to develop and implement the prevention based strategy we need to ensure the safety of the food we eat.”
Commissioner Hamburg said that Taylor would work closely and collaboratively with her office and with the management of the FDA’s Center for Food Safety and Applied Nutrition, Center for Veterinary Medicine, the Office of Regulatory Affairs, Congress, and with members of the Obama Administration.
Specifically, Taylor will work to:
Assess current food program challenges and opportunities
Identify capacity needs and regulatory priorities
Develop plans for allocating fiscal year 2010 resources
Develop the FDA’s budget request for fiscal year 2011
Plan implementation of new food safety legislation.
“I am honored and grateful that Commissioner Hamburg has asked me to return to the FDA in the position of Senior Advisor to the Commissioner,” Taylor said. “I am looking forward to working with her, Principal Deputy Commissioner Joshua Sharfstein, and all of the FDA’s dedicated and talented people.”
Taylor has had a long and distinguished career in public service. He began at the FDA in 1976 as a litigating attorney. He served as the FDA’s Deputy Commissioner for Policy from 1991 to 1994, overseeing FDA's policy development and rulemaking, including the implementation of the Nutrition Labeling and Education Act and issuance of new seafood safety rules.
From 1994 to 1996, he served at the U.S. Department of Agriculture as Administrator of the Food Safety and Inspection Service (FSIS) and Acting Under Secretary for Food Safety. During that time, he spearheaded public health-oriented reform of the FSIS. Since 2000, Taylor has worked in academic and research settings on the challenges facing the nation’s food safety system and ways to address them.
Taylor’s recent research agenda has focused on policy, resource, and institutional issues that affect the success of public health agencies in carrying out their prevention-related missions. He served as chair of the steering committee of the Food Safety Research Consortium, collaboration among six universities and a nonprofit think tank to improve food safety decision making and priority setting.
