Food Safety Bill Falls On Suspension Vote

Perhaps H.R. 2749 was more controversial than the House Majority Whip's office anticipated? Maybe the convergence of different farm interest groups and their voice on Capitol Hill was more influential than one might think? Whatever the reason, H.R. 2749, the Food Safety Enhancement Act failed to garner the necessary 2/3s vote of members voting and present in favor of the bill, which is required when legislation is brought to the House floor for a vote under the Suspension of the Rules.

However, the legislation did have enough Yea votes to pass under regular rules, so those against the legislation still have their work cut out for them. H.R. 2749 received 280 Yea votes (230 from Democrats and 50 from Republicans) and 150 Nay votes (23 from Democrats and 127 from Republicans). "They" and "We, the People"
are not connected. That
is how I feel right now.
I feel lonely.

I have been working on this
for two week solid.

If feels like BRABVEHEART
in the final battle scenes
of that film.

The Ag system, if things
pass as possible, will be
really hurt--the Small Farmer will suffer.

I have done my best.

They are hell bent to pass this.
I am feeling discouraged.
It is definitely a stream roll.
It comes up tomorrow.
THere is a disconnect between what
folks I see doing their life and
the people in Washington who are legislating.

They have have heard us, but not enough of us
are speaking up. IT is not on our radar,
and the education that is needed is not
on Washington's radars...

I am going to copy today's Utubes
on the PLANT YOUR DREAM BlOG.

I do feel like David and Goliath right now.
We defeated a monster today, but that adversary
will be back tomorrow.

I have other things to tend to.

Emergency Meeting Gives Food Safety Bill Another Shot
The House Committee on Rules held an “emergency meeting” today, Jul 29, 2009, to discuss the future of H.R. 2749, the Food Safety Enhancement Act.

Early today H.R. 2749 failed to garner the required two-thirds majority of the members “present and voting” necessary for a bill to pass under Suspension of the Rules; however, the legislation did have enough votes to pass under regular order. And that appears to be the next step according to sources on Capitol Hill.

The conclusion of the “emergency meeting” is that H.R. 2749 will come to the House floor for a vote under a “closed-rule,” which means no amendments were made in order. The bill, which is somewhat controversial among those in the agricultural community, will likely pass tomorrow by a significant majority based on today's Suspension of the Rules vote outcome. H.R. 2749 Killed (For Now) On Floor of U.S. Congress

John Dingell came up six or seven votes short today, and failed to get food safety reform legislation passed through Congress.
Dingell, the once powerful Michigan Democrat who lost his chairmanship of the Energy & Commerce Committee before the start of the 111th Congress, fell just short of getting the necessary two-thirds majority vote to suspend the rules and adopt H.R. 2749 as amended.
The House voted 280 in favor and 150 against suspending the rules and passing H.R. 2749. Twenty-three Democrats voted with 127 Republicans to deny Dingell the two-thirds majority vote required under the rules. Fifty Republicans voted for the bill that Dingell had carefully crafted with help with Texas GOP Rep. Joe Barton.
While the proponents of the food safety legislation dominated the floor debate that stretched into a second hour, House Minority Leader John Boehner, R- Ohio, compared the late number of rewrites of the food safety legislation filed with the House Clerk as repeating the bad behavior on the part of the Majority that was used to get the stimulus bill passed. "Did anyone read this bill?" Boehner asked.
"What our Minority Leader said is true," Barton said, " but it is not, as Paul Harvey use to say, the rest of the story. Those different bills have been introduced as a result of changes I’ve asked for."
Barton seemed to be pleading with his Republican colleagues by saying : "In this bill, in this case…we have had an open bipartisan process."
House Agriculture Committee members acknowledged Dingell had consulted them and make changes in the bill, such as exempting feed grains and livestock; but they complained it was outside the regular process.

To CATHY RAYMOND
on FACEBOOK

Cathy, I have been working on this full time for a few weeks.
Serious work with the individual legislators is needed who voted one way or another. Simple Majority tomorrow? Gosh!
These folks from Consumer Union and Care2 need to be
taken on, if petitions matter.
