My apartment has black mold

My apartment has black mold growing in the cabinets. It starts in the one under the sink, due to poor maintenance water drips there, and it spread to two cabinets down the line also. It is the dark brown-black sticky think gooey mold known as "Toxic mold", called Stachybotyrs.

-----------quotes:
" “toxic black mold" is found everywhere. Half of all blood donors have antibodies to it. Evidence implicates this fungus as a problem in homes and one of the causes of the "sick building syndrome." Stachybotyrs produces macrocyclic trichothecenes, toxic compounds with a potent ability to inhibit protein synthesis and phenylspirodrimanes, immunosuppressive agents.
---------

"Illness may also result from any volatile compounds (VOCs) that a mold creates through its metabolic processes that then become airborne."
------------

Back to ME -
My land-person-lord did a rush job and it still leaks. Now they are pissing me off by not taking this seriously. It is to the benefit of the owners to take care of rot and mold or they face both big repairs and lawsuits if the mold causes me health problems. RIGHT?>?

And now that they showed me the "do not care" about either of those, what is my next step? I assume it goes like this:
1] go to the doctor and se if he can test me for mold problems. I have a slight cough and my nose runs and I have mild headaches in the past week, since I discovered how bad it is.
2] get help from govt ministeries of housing and teneant relations.
3] hire a lawyer and sue their pants off??? - not a chance!! I would have to be wealthy enough to hire a lawyer. Everyone in these apartments are dirt poor, most are disabled and on assistance [so we should just go die anyhow?]

Anyone else have this?
[yes, you may not know it]
