Just because the mold is black in color does not automatically make it stachy. Was your house tested for mold? If so do you have a copy of the analytical results?

If the repairs were poorly done you may have a building code issue you may be able to pursue that with your city's Building Department. Failing that your County or State Department of Health may have some redress for you.
