Questions for hypnodoc

Hey Hypnodoc,
I've browsed through your website and read most of your articles. Sounds like you've done a lot of your homework on marketing on the net. I know there is still money to be made on the internet. I've been doing some homework on my own, but I realize there is so much to learn. So I have some questions for you.

1. What is the best way for a newbie to get there own website up and running? I know a little HTML, but I don't want to do a site from scratch and I don't won't to spend a lot to have someone develop one for me.

2. There are so many affiliate programs out there, that my head is swimming from looking at them all. Do all marketers keep looking at all these programs or do they just pick a few and run with them.
