Curious

Is it just me...?  I can push the agree button all day long and it works, but for quite some time, if I push the disagree, it doesn't work.  I don't use it often, but I have noticed it hasn't worked for a month, maybe more, it seems (don't know for certain).  Was this function shut off?  Are some forums not allowed to use it?
