It sounds like you might have Cherry Angiomas. They are little red spots and they can turn into little red bumps, hence their name. I had some and I saw my doctor about them and he said they are harmless. Some people get a lot of them and a doctor can remove them, but unless it causes a real problem (I can't see how it would) I wouldn't worry about it.

Why don't you go to a dermatologist? I go every year as part of my phyiscal. The doctor looks me over from head to toe. It good to go as you get older to look for things you can't see. It will also stop any worry about something (like you are now)that really is harmless. Many things that appear on the skin that look like something bad (like skin cancer)are really nothing.

Any medical doctor should be able to tell the difference between just spots and something more.
