Buy 2 wires or silver electrodes made of .999 pure or better silver. Connect them each to the + - terminals on a bank of batteries. Get a miniature 20 mA lamp rated at close to the voltage of the battery bank and connect it in series with the circuit. The lamp will limit the current in the circuit to the rating of the bulb. Put the electrodes in a glass of distilled water about 2 inches apart and wait for 2 to 4 hours.

The lamp should get brighter as more silver gets in the poorly conductive distilled water.
