No glibness taken, I honestly wanted to know, in a bit more detail, what you meant by the question.
Now that you've added some pretty good detail to the question - at a minimum I see a 3-point checklist with each point requiring some amount of policing involved. Off the cuff I'm inclined to say such a system would have a decent chance to work. The question then seems to be - how realistic is it to expect such a system to be implemented, ever, even if we factor out execution as the ultimate punishment for those who fail to follow the same rules that everyone is expected to follow?
Just trying to be realistic, I do not know of anyway practical that the FDA can effectively be voted out of office, whether it be formal voting through an already dubious system of voting at election polls, or voting with one's pocket book (spending decisions). As it is, the FDA is already pretty close to having total control over most avenues of foods and drugs, with some exceptions still existing, for now. How many people can one reasonably expect to convince to stop most (or at least, enough, however much this is?) of their spending on most (or enough) of the foods and drugs currently provided via staunch affiliates of the FDA?
Back to the formal voting option, this FDA thing is not a recent phenom involving an isolated lobby or a couple of bribed senators and representatives here and there. It's systemic and has been increasingly so at least since the 50's. It's taken a looooooooong time for this system to evolve to where it is today, but the seeds have been there at least 50 years. In the interest of benefit of the doubt, lets grant an exception for everyone who is currently in their freshman term be they senator or rep. Everyone else has now got at a minium of 2 years watching over the system that tolerates the fda portion of this system being what they presently are and further endeavor to do today, tomorrow, next week, next year and so on. Convincing enough voters to use their election system - AND get honest results in the process, to evict all of these perps via the vote, which is what is really called for in simple terms, is a fairly tall order as difficult if not more than convincing swarms of people to stop spending on prodcuts that come by way of dozens upon hundres of the FDA's whores. A question that just occured to me. Just in terms of numbers, do you suppose the FDA has more, or less, affiliate whores (Merk, Pfizer, Squibb, DelMonte, Beatrice, P&G, on and on and on) than their are complicit/corrupt congressional people beholden to said whores? IE> are there more or less than 535 FDA affiliate whores?)
