Weird rash on abdomen, inner thighs

I have developed a weird rash on my lower abdomen, inner thighs about a month ago. It started out as a few (6 or 7) small (almost pimplelike but with no heads) on my lower abdomen. I assumed it was sometype of irritation or allergy at the time. The rash slowly spread downward. The rash has not appeared on my penis. Eventually it stopped spreading but remains just above my penis and in the pubic area as small little dots seemingly to be encircling pubic hairs as if the hair is coming out of the dot. My doctor said it was possibly folliculitous and had given me some lotions to use. It seemed to have stopped the spreading but they havent really dissappeared. Anyobdy have any idea what this is??
