Norelco razors (even more so than most men's razors) are designed for very short, stubbly hair. If they've one weakness, it's that they're useless for long hair and will tend to tug it. They're perfect on short stubbly hair about 1/16" long.
So I think the answer depends on
1) What sort of hair growth you have on your legs
2) How often you shave your legs
If it's all extremely coarse and bristly and you shave them often enough so that they never have hair longer than 1/8" then possibly Norelcos would work better than other options.
Women who have male-type beard growth do usually have very coarse, male-type hair on the legs.
However, the one thing that can be said in favor of electric razors designed for women (as opposed to men's-style electric razors) is that they are actually designed to shave the legs and have a long cutter bar to intercept long, fine hair which is what many women do have on their legs, especially when they don't shave them very often.
I'm sure you get the picture. While the men's Norelcos are in my view ideal for the face, they weren't designed for legs. If your leg hair is very coarse, male-type hair (as opposed to the long, fine hair that many women have on their legs) AND you shave your legs every day, then perhaps a Norelco might indeed do a good job on them. The quality of the job depends on the bristles standing upright and being no longer than the razor heads are designed to deal with.
